Vabamu Museum of Occupations and Freedom

Vabamu covers the period from 1940 to 1991 - Soviet occupation, German occupation, second Soviet occupation, and the restoration of independence. It was rebuilt in 2018 around a decision to lead with individual testimony rather than a chronology, and that shift is what makes it work.

What you actually see

Rooms organised around themes rather than dates: deportation, forest brothers, life under surveillance, escape across the sea, and the Singing Revolution. Audio and video testimony from people who lived through it runs throughout, and the objects are mostly ordinary - suitcases, letters, home-made things.

The second site, a few minutes away on Pagari street, is the former KGB headquarters. The basement cells there have been left largely as they were, and it is the harder half of the visit by a wide margin.

When to go

• Any season - indoors, and one of the more substantial rainy-day options in the city.
• Allow the cells for last - going in the other order flattens the effect.

Honest expectations

The subject is deportation, imprisonment and killing, handled directly. The KGB cells in particular are confined, low and deliberately unrestored; some visitors find them too much, and it is fine to do the main museum only.

Displays are Estonian and English throughout, with audio guides in several more.

Nearby

Toompea, the Alexander Nevsky Cathedral and the old town gates are all within five minutes' walk. Freedom Square is at the bottom of the hill.
